Add rules_ros2 to Bazel Central Registry

Great job on getting #238 merged! For people to start using this dependency directly, we need to add this to Bazel Central Registry.

I created bazelbuild/bazel-central-registry#4336 there to request this. I have a draft version that I can upload this week too.

Edit: I unfortunately cannot work on this for now.
