Follow up on #17695

In this PR:

• Add an ampm prop that is true by default
• Update the UI accordingly (the time scale on the Time Grid-based views, anything else for now?)

Not in this PR:

• Add a smart default value to the ampm prop based on the current locale (same as on the pickers, but we need the localization provider for it)
