Bug: Tags list does not refresh

Description

The list of tags in the app does not update after adding a new tag via an external client.

Steps to Reproduce

1. Open the MoemMemos Android app.
2. Post a memo containing a new tag using an external client (e.g., Google Chrome on a PC).
3. Then on the Android app and navigate to the main page.
4. Perform the pull-to-refresh gesture to refresh the list of memos.
5. Open the menu and observe that the tags list has not been updated to include the new tag.

Expected Behavior

The tags list should reflect the newly added tag after refreshing the memos list.

Actual Behavior

The tags list remains outdated and does not include the new tag. To achieve the expected result, we have to close and reopen the application.

• App version: 0.8.3
• Android version: 12
• External client used: Google Chrome on PC
