Does the black level raise if I increase brightness for HDR videos?

I usually watch videos with lights on, but HDR movies are usually dark, I need to increase brightness to watch them.
Does the black level affect by the brightness? Should I increase gamma instead of brightness?

If you have a hdr display, and hdr enabled, and set target-colorspace-hint=yes, mpv should know your display's peak brightness and its minimum black level. Use d3d11 for gpu-context if possible as last time I'm using vulkan, weird shenanigans happened. Beware though, the reported display's peak brightness and its minimum black level are dependent on your display brightness slider and hdr/sdr content brightness slider (only on Windows).
