The use of 'Start' instead of 'Initiate' throughout the Collective Chapter #786

Description

Problem

According to semantic terms, Initialize+Start == Initiate. However, the verb 'start' is used in lieu of Initiate in many places with regard to nonblocking collective operations.

Proposal

Replace the use of the word 'start' (resp, starting) thereof from the chapter with initiate (resp, initiating), and any other forms of start with the appropriate form of initiate. At the beginning of the chapter, we will remind readers to refer to the Semantic terms for the understanding of the words initialize, start, initiate.

Changes to the Text

See proposal.

Impact on Implementations

None.

Impact on Users

This will not impact readers. They will understand the colloquial term 'start' is replaced by the formal term 'initiate'.
