Remove VPN affiliate CJMS flow #16268

See https://mozilla-hub.atlassian.net/browse/OPST-2169, the CJMS service is being decommissioned as it is no longer in active use today. We should remove bedrock's code that communicates to this endpoint.
Prod is still active for now, but staging is already gone.
Success Criteria
- VPN affiliate code is removed from bedrock.
