Add tests

Before the next release, we should have a testing framework in place. remote-settings-devtools is using selenium to drive their tests and we probably should too.

We definitely don't want to hit the real Experimenter API or Remote Settings endpoints from our extension, so we're going to have to devise a way to stub those out.
