Could not link emulator.dll

I install binaries from the SourceForge. When I try to compile the file using `ozc -c file.oz`, I get the following error:

Fatal Error: Could not link emulator.dll.
The specified module could not be found.
```

Can you point out why I get this error? Thank you!
