[Feature Request] Variable Buffer

Could a user settable buffer window be added? Say a user sets how many minutes or seconds they want to buffer, and the stream plays at 90 or 95% speed whenever the buffer is less than that, to keep it full with limited noticable impact and no waiting for the buffer to fill?
