Is it possible to only send an alert if the condition exists > certain amount of time?

My docker containers sometimes do things that cause the CPU to spike for a brief moment (< 10 seconds) and I was wondering if there was a way to prevent getting a notification unless the CPU was > 90 for longer than, say 30 seconds.
