Rollup plugin for module federation using runtime & sdk

I have been working on a rollup plugin for implementing module-federation since the past several months.

• Works with output targets: ESM, SystemJS
• Supports runtime plugins!

It uses the runtime and sdk packages internally. It's been a great learning experience and a lot of fun collaborating with @ScriptedAlchemy and @2heal1. Thanks a ton for answering all my questions on issues/discussions and twitter DMs.

Looking for feedback on this and how to up-level this as the officially recommended plugin for rollup.

I'm busy with the 「type hot reload」 feature recently , i will take this look after the task finish .

@2heal1 if this plugin is verified as working it can be merged into Universe. This will serve as a great jumping off point for the Rolldown version hopefully.
