Use higher resolution geo data #27

There is a higher resolution (by geolocation) data set that might give much better results for people who, for example, live near a mountain. If you're at the bottom and there's a ton of snow predicted in the mountain, you'd be better of associating with a prediction from a location closer that is down off the mountain. The only way to fix this is to just use higher resolution data and possibly reduce the radius of stations for which we are accounting.
