Version information JSON

In order to remove a GITHUB_TOKEN requirement for changie-action, changie includes a JSON file as part of the website ( https://changie.dev ) that includes the latest version. It may expand to other information later. If you are building a tool or something similar this file may come in handy.

This is also a good example of how you might also need to export this information in your own projects.
