Per RFC5425#section-4.3.1, RFC6587#section-3.4.1, messages can be prefixed with an octet count. Other programs such as [telegraf](https://github.com/influxdata/telegraf/tree/master/plugins/inputs/syslog) expect this to be present, so it would be a nice feature to optionally enable.
