How to start a recording at a Precise Segment

How can I generate a "Segment" in my recording..
Are the segments generated by Audio - i.e using a Clap
By motion in the frame (a wave!)
Or maybe they are just randomly generated!?
Obviously, I'm hoping to generate a segment, and then start talking, to make a neat start to my films..

Try to make myself clearer.
When does Lossless cut add the "segments"
(If we zoom to x16, we see the lines that we can snap too, for a clean edit point)
Is there something in the footage that these points correspond too?
Are the generated by sound on the film, or movement?
Are they randomly assigned at 10 sec, 20 sec, 30sec etc...

If I understood the metric, then I could create my films so that a good edit point would present itself at the beginning on my lectures..

The lines that you see are probably keyframes. They are generated according to an algorithm that depends on the hardware/software that recorded/craeted the video file.
