Launch configs not shown in Codespace

1. Connect to a Codespace for a repo of an extension. I'm using a Codespace created from this PR: https://github.com/microsoft/vscode-pull-request-github/pull/3509
2. Open the Debug view. The welcome view is shown. My launch configs are missing.
