vcpkg/.vcpkg-root fails to be acquired

Running vcpkg install produces the shown error.

I am using a docker image with ubuntu on macOS. Deleting the file and creating a new one seems to solve this particular issue, but vcpkg fails to detect compiler hashes (it gets stuck and never finishes).
