pre-commit hooks for vcpkg

I have just released a repository with vcpkg pre-commit hooks on https://github.com/open-vcpkg/pre-commit

So far it ensures that vcpkg.json manifests are properly formatted before committing.

Testing, ideas and pull requests are very welcome.
