PAC command to create BOT B from template of BOT A fails

I have exported a template from BOT A using the command

pac copilot extract-template --environment "env_id" --bot BOT A ID" --templateFileName "template filename.yaml"

using this extracted template I try to create a copilot with the command

pac copilot create --environment "env_id" --solution "BOT B Solution" --templateFileName "template filename.yaml" --schemaName "newschemaBOTB" --displayName "Bot B"

but this fails with the Error: A record with a specified key values does not exist in connectionreference entity.
