.NET Core 3.1 should be removed from iqsharp-base since it is EOL #757

Describe the bug
The iqsharp-base container currently contains the .NET Core 3.1 SDK. This should be removed since it is no longer officially supported as of December 13, 2022: https://dotnet.microsoft.com/en-us/platform/support/policy/dotnet-core
