`Alt+Shift+P` causes indefinite freeze (DCS start)

I don't know if this behavior should be considered a bug or not.

Repro:

• Press Alt+Shift+P
• Check for indefinite freezing
• Press Esc + \ to recover

Tested terminals:

• GNOME Terminal (Ubuntu 24.04)
• Windows Terminal

Probably a timeout the same as for Esc would solve this issue.

Honestly I think the problem is more reasonably stated as "we shouldn't use the VT output handler unchanged as the VT input handler"
