Issue with latest aspnet 4.8 dockerfile

I'm noticing a significant slowness to initial startup of my application. This was not the issue until the latest changes made here https://github.com/microsoft/dotnet-framework-docker/pull/914/files. I'm not really sure what the issue is, but could someone take a look?

• Actually I tried with earlier version from February and seeing same behavior, so probably not caused by latest changes
