Proposal: Make API spec design reviews public

Summary

Making these reviews public will increase opportunity for community engagement and reinforce the idea that this work is being done in the open.

Rationale

• The specs readme says that this is being worked on:

Note: community members are welcome to join our Teams call just as soon as we can figure out how to publish the Teams link for public joining.

I've created this issue as a reminder that this has been promised.

For reference, and because it may help make this public sooner, .NET design reviews are made public by streaming them to YouTube. (playlist) If you don't want/need the community to join the call and speak this could be an option. (I assume that comments from the community, in the chat while live, would be monitored.)
