PushNotificationManager.Default.CreateChannelAsync throw COM error comment

it`s a very simply code follow the doc:

but
PushNotificationManager.Default.PushReceived += Default_PushReceived throw Exception

PushNotificationManager.Default.Register()

so How Can I use WNS base on PushNotificationManager?
