Touch keyboard is over app when is app in full screen mode

Is okay if docked touch keyboard is over app, which is in full screen mode? For maximized apps, if docked keyboard shows, app take rest of screen, so in case of content dialogs everything is okay, but in full screen, touch keyboard is often over it.

And if this behavior is okay, how to work with this, because I need app without title bar.
