Bootstrap package enumeration failing in WinAppSdk 1.1

Posting this here as I haven't fully fleshed out a repro case yet. This repros locally 100%. I have run the runtime installer for 1.1, verified the DDLM packages exist, rebooted, ... what else should I dig up @DrusTheAxe?
