Microsoft.Azure.ContainerRegistry library is obsolete.

Looks like the TemplateManagement library is using Microsoft.Azure.ContainerRegistry which is obsolete and starting to throw component governance warnings.

The new package we should upgrade to is: https://www.nuget.org/packages/Azure.Containers.ContainerRegistry
