Using Adaptive Card With Outlook to Invoke Custom Action in Dynamics 365

Hello all,
We are trying to create an adaptive card from a C# application, that would be sent as an email to outlook.
The card will have a button to trigger a Custom Action in a Dynamics 365 portal.
We cannot use JavaScript because it's not allowed on emails, nor Power Automate because Http trigger is not allowed for security reasons.

Some open questions:

1. Do we have any sample code for similar requirements?
2. If Dynamics 365 portal is already logged in on the browser and the Adaptive Card button is hit on Outlook. Then will the Http Post call for custom action would require authentication or not?
3. Can we update the adaptive card depending on the response of an Http Call. For e.g. if http call returns a status of inactive we change the text of a button and disable it?
