CI/CD failing due to removed Page control

With appsource now validating against BC27, our app fails because we have a chartpart on one of our pages.

In our project I did the following:

1. I deleted chart part and attempted to pull into main, which threw a breaking change error.
2. I instead set it to obsoletestate pending, tag = '27.0', which then pulled into main successfully.
3. I then removed the page field, since you can't set the obsoletestate to removed for a page, and created a pull request, and it now complains that the field has been removed which is a breaking change error.

I'm not sure why this is happening, since it successfully ran the CI/CD when I set it to obsolete. Should it not be comparing against that build now?

@gatsby011 In the PR build logs you can check where the baseline comes from.
My guess is that it's probably not checking against the latest CICD build, but a previous release.
