Add System Service resource object support #376
Description
The current PAPPL System Service implementation lacks support for the resource object and associated operations. Need to add support for:
- Stored static file resources
- Cancel-Resource operation
- Create-Resource operation
- Install-Resource operation
- Send-Resource-Data operation
- Create-Resource-Subscriptions operation
- Allocate-Printer-Resources operation
- Deallocate-Printer-Resources operation
- PUT to Printer-specific resource directory (INFRA mechanism)
