empty env variables when have set in the .vscode/settings.json

this is my config for nvim-dap. so i want to use .vscode/launch.json to keep my configuration.
but i couldn't get the env variables from launch.json.
could you help me to solve my issue?

kotlin-debug-adapter and java-debug didn't have ability to consume the env and envFile.
