Provide URI for metadata elements

We should add information on URI for some of our MMD elements. There are some easy to achieve:

• KEYWORD_URI (these are keywords that are not GCMD)
• PARAMETER_URI (GCMD Science keywords)
• ORGANIZATION_URI

For keyword and parameters we have all info into vocab (also mapping to authoritative sources).

A comment on the topic. URI are not added yet to mmd, but for the time being mmd-to-inspire is updated so that CF GEMET and NORTHEMES are provided as gmx:Anchor instead of gco:CharacterString, thus proving URI to the keyword concepts.

A comment on Organisation URI. It's quite unlikely to populate this automatically querying the ROR api during creation of MMD, due to the inconsistency of names, which are neither aliases nor alternate names. It is quite easy to extend the Organisation collection and check manually those entries that are not giving a response or that are not giving a unique response and add hiddenLables to support the entries we have. I'm building this now starting with a selected list of the most common organisations. Once we have it in vocab we can use it to translate, which works well and in the future this can be used also during creation of MMD (dif/iso-to-mmd and from data endpoints thredds/hyrax).

Organisation URI are provided through mmd-to-inspire and integrated in vocab. This will be an ongoing effort, since the list is now limited (https://vocab.met.no/mmd/Organisation).
