Read SONiC interfaces from configDB instead of querying the linux interfaces

As suggested by @robertvolkmann here using the configDB as the source of truth for the breakout config in SONiC has the advantage that it always reflects the desired state, whereas the linux interfaces found here have a delay after changing the breakout config. This can lead to the metal-core reporting wrong ports upon register.
