Make user agent/head configurable in oai-pmh opener / `open-oaipmh`

Most of the http opener have configurable heads but the oai-pmh opener does not. To provide an user agent we should make the head or the user-agent configurable.

If I remember correctly: In context of OERSI we saw that there seems to be an default user-agent given. We have to inspect what it is.
