Can you give some more background on the reason we need init_if_needed? The seller account is a system account so I don't think it needs to be initted, and if the treasury is not initted there will be no tokens to claim.

the token accounts, not the seller account itself.
It's for the case that the seller doesn't have that token account yet.
And for treasury, I thin you're confusing it with the token vault? If the token vault is not inited theres no token to claim. There's a potential treasury account for each mint.
If you add a new mint to the program the treasury for it might not exist yet. Neither the seller token account.
