How to use custom_target and configure_file

I have problem with incrementary builds in meson:

• I run templating solution that creates "static" html files
• Then on those files i run tailwindcss cli to generate css file for them
• I compile website in release mode where i use C's #embed directive to embed those files into binary

Problems:

• Because of bug in tailwind Sources are ignored in gitignored directory even when they are explicity set using hard path tailwindlabs/tailwindcss#18300 i need to specify every exported html file inside it's config
• Inside *.html.template files i specify if they are exported so number of outputed files is smaller than inputed, can i somehow avoid need to use two seperate lists inside meson.build
• When i change html files or tailwind config my website files that are using embed are not recompiled so they have old files
