PUT /organizations/{organizationId}/appliance/vpn/thirdPartyVPNPeers allows duplicate values

When using https://github.com/meraki/dashboard-api-go via the Terraform provider, you can send duplicates`peers`  in the PUT request which breaks using the resource. I would expect the api to throw an error and not accept duplicates to prevent users from doing this and ending in a bad state.
