Add license information/validation

Add SPDX license headers (Apache license, version 2.0)  to files in repository. Add attribution for K8S libraries. Add automated REUSE checks using Github Actions as implemented in https://github.com/menacit/logging_course/blob/master/.github/workflows/reuse_compliance_check.yml
