Rhythm Circle - rotate for single-measure beat count adjustments

for example, in a 4/4 song that takes a single 3/4 or 5/4 measure, instead of rewriting the rhythm circle divisions, just rotate the notes being played during a given target beat.

i.e. during the span of beat 3 of a 3/4 measure, the notes & dial should swing 1/4 rotation clockwise. user gets to pick the note this happens on.

could also animate the subdivisions sliding to their new position too, with extras fading in/out as necessary.
