BatchJobService:: allow for delay in retry

I'd like to use the Batch Job strategies for bulk importing products through an api, but lots of time I hit aggressive rate-limits with 3rd party apis. It would be nice if I could create a batch job and have it delay for X minutes before retrying on failure.
