Add a default checkbox option for importing recipes

Please provide a concise description of the problem that would be addressed by this feature.

I have invited many people to my Mealie instance, and want to keep a certain rigidity/organization to the recipe library. Most notably, I want things tagged in SOME way, even if the tags aren't perfect. Some tags are better than none.

Adding a recipe gives the option to autocreate tags, and it works well enough for me, but it requires users to tick a box every time. I want to allow (or even force) this box to be checked automatically at an admin level so tags get added without adding an extra step (checking the box).

this should also maybe happen with the edit box optionally.

Add a "import tag enabled by default" or "force tag import" feature to the admin panel

Please consider and list out some caveats or tradeoffs made in your design decision

1. Users who dont like auto tags and use an install with this option are forced to edit
2. Auto tags could (in some cases) be worse than no tags at all
