How can I increase the file size from 10MB for file uploads?

I see this in env.local.example

# File size limit for uploads in bytes
NEXT_PUBLIC_USER_FILE_SIZE_LIMIT=10485760

I see this in db/storage/files.ts

  if (file.size > SIZE_LIMIT) {
  
     throw new Error(
    `File must be less than ${Math.floor(SIZE_LIMIT / 1000000)}MB`

  }

I have also gone through these threads but I still can't upload anything over 10MB without getting "Failed to upload. File must be less than 10MB"

I am also getting a JSON error when I upload a plain text file that is 1.7MB--I converted the 45MB PDF to a text file.
