Page refresh required to show any env. set API models

Set all the API keys via env. in Vercel, issue is, upon new user signup they don't show any models to select from. If they refresh the page, they will see all the models populate in the upper-right drope down, models set via the admin/env. set APIs. This is confusing to new users, to login and see no models with no indication to refresh to resolve. Any idea on what might be causing this or how to easily workaround this without much grief?
