FSK is not supported in RX2 window

Although it's tested in compliance, and can be set as the RX2 window, the current logic only checks for scheduling FSK prior to the RX1 window. Probably the right solution is to integrate FSK into LMIC core, then #387 can remove it, too, if not used.
