Reason for sorting in GetTimezonesFromData

Does anyone know why the line numbers are sorted in GetTimeZonesFromData (TimeZoneLookup.cs:183)?

This line in particular is what seems to determine what the main result ends up being and I've seen mixed results. For example, here are a few airport runways - a category of locations would need very accurate time zone information:

• 34.528889, -114.431972 gives America/Phoenix when it should be America/Los_Angeles since that lat/lon is in California.
• 45.671778, -116.305722 gives America/Boise when it should be America/Los_Angeles since that lat/lon is in Northern Idaho.
• 38.694506, -85.198286 gives America/Indiana/Indianapolis when it should be America/Indiana/Vevay.

NOTE: The example of airport runways isn't important here, it's their location that was interesting.
