Public room inconsistent invitation behavior after leaving.

There is a defect in how membership system behaves when the public room creator leaves and tries to rejoin the it again.

Steps to reproduce:

1. User creates a public group chat with any number of other invited users.
2. Any number of users or at least one should accept the invitation.
3. Creator changes image and/or group name
4. Create leaves a room
5. Someone invites the creator back to the room-> the creator can see the invitation
6. Creator refreshes the page -> and the invitation is gone.

This problem happens with multiple sessions. Example: the creator might have like 4 other session in different browser. And for 3 of them this issue happens and the 1 is alright.
Note: In Element Web Client the invitation after refresh flashes for the fraction of a second and then it's gone.

Given you've filed this against matrix-js-sdk: which method are you calling to determine whether the creator can "see" the invitation?

In our client we call getVisibleRooms() and then filtering them by the membership status for the currently logged in user. However when this problem arises these rooms aren't included in rooms array returned by this method (but for the new sessions they do).
