Is there a way to display Split view and Tab view together?

I want to make a layout which initially will be 4 panels in splitView, ie each panel will have some toolbar and will not have any tab title with close icon.
But if user press a Plus icon in toolbar this panel should switch from single panel to tabview panel. If user closes last tab it should revert to initial empty splitview panel
