Issue with md-menu on Safari

I was comparing the behaviour from chrome to safari so I think this is a bug. Essentially when you use a mouse and you click, it opens the menu and triggers the focus ring on safari. On chrome it only happens with the keyboard.

Workaround

There is really no workaround.

Is this a regression?

No or unsure. This never worked, or I haven't tried before.

Browser/OS/Node environment

Browser: Safari Version 18.5 (20621.2.5.11.8) and Chrome Version 138.0.7204.158
OS Mac OS 15.5
Node Version 24.3.0 (although we're using node 20 with bazel using the rules nodejs)
NPM Version 11.4.2 (using yarn 1.22.19)

It seems https://github.com/material-components/material-web/blob/main/focus/internal/focus-ring.ts#L83 focus-visible is returning true on safari but false on chrome.
