[Debian's reportbug output follows; since I obtained caja 1.28 from fedora and used alien to obtain a debian-installable .deb file,
I shall NOT be actually reporting it to debian (as obtaining software from anywhere but the debian repos is against their policy)

Using caja 1.28 under Wayland (in Sway 1.10.1 with Debian Testing).
Since Debian does not have any version beyond 1.26.xxx, I obtained this version
from Fedora, and used alien to convert the .rpm files to .deb.
Packages included:
caja-1.28.0-4.fc42.x86_64.rpm
caja-core-extensions-1.28.0-4.fc42.x86_64.rpm
caja-schemas-1.28.0-4.fc42.x86_64.rpm
Setup:
1 - select some files
2 - press the left mouse button and drag-n-drop the selection towards a
directory or tab
3 - press "ctrl"
Under 1.26 (x11-->XWayland), and under 1.28 (with "env GDK_BACKEND=x11"
prepending the call to caja in my sway config file.
1 - the expected "copy" cursor glyph (default pointer with "+" next to it) appears
2 - release the left mouse button when over the target dir/tab
3 - files appear within the target dir/tab, and remain in the source dir
Under 1.28 (standard launch ---> Wayland - no env variable)
1 - cursor glyph remains default pointer
2 - release the left mouse button when over the target dir/tab
3 - files appear within the target dir/tab, but disappear from the source dir
The same result happens whether "ctrl" , "shift" , or NO modifier key is pressed.
[Note: the "move" cursor glyph never appears, regardless of x11 / XWayland /
wayland (YES, I have a "move" cursor glyph differing from the standard
"default"/"left_ptr")]
