BugFixes for longstanding issues : -

examples/globe/rotating_50m resolved visual blemish where the globe became "inverted".

Also when streaming MultiPolygon/Polygon the polygon_contains.rs was giving incorrent responses.

From here development moved to the v3.x-dev branch beacuse the number of breaking changes is
becoming large.
